Function: getHelpOverrides()

getHelpOverrides(db, tenantId): Promise<Record<string, { bodyMd: string; helpKey: string; tenantId: string; updatedAt: number; updatedBy: string; }>>

指定テナントの全 help_overrides を helpKey → 行 の Record で返す(0件なら空オブジェクト)。
